Hi Dipak,

As I know Oracle 10gR2 RAC has bug with silent VIPCA on Linux, you need to VIPCA as 'root' user 
on 2nd node when silent VIPCA fails.

I did 11gR1 (11.1.0.7) RAC implementation for one of our customers last year.
The mentioned bug in 10GR2 did NOT appear when I installed 11gR1(11.1.0.6).
The VIPCA was run succesfully by installer.

Obviously there are some extra steps you need to do such as "run /usr/sbin/slibclean" as root user.
