FYI,
Guy Harrison (of Quest Software, and based down in Melbourne) has posted his presentations from RMOUG) on slideshare. These are the PowerPoint 2007 files (with the crib notes not just PDFs) and can be downloaded (rather than just viewed online).
Of particular relevance to the PL/SQL topic is the
High Performance PL/SQL one, but he's also got ones on oracle on VMWare, Performance by Design and Next Generation Databases.
All his presentations can be looked at

Subject: [Sydney-Oracle] #20 PL/SQL real live experience meeting
To: [address removed], [address removed]
Hi,
In my earlier note I mentioned
1. Exception handling and propagation
2. Record types and collections.
3. Dynamic SQL
4. Triggers (and why not to use them)
5. Built-in packages like DBMS_JOB, UTL_FILE, UTL_HTTP etc.
I'll prepare some stuff around bulk processing records, collections and objects.
I can easily deal with exception handling, triggers and dynamic SQL off the cuff if they come up.
The built in packages can probably wait for another time.
I've got a bunch of email addresses. I'm trying to move to [address removed] but I'm on the mailing list as [address removed].
